U.S. Senate Majority leader Harry Reid (D-NV) introduced an energy bill that would eliminate the oil spill liability cap, overhaul federal management of the drilling area on the outer continental shelf, advocate home energy efficiency retrofits, support development of natural gas and electric vehicles, and provide $900 million annually, or five years of full funding for the Land and Water Conservation Fund, which gets most of its financing from offshore drilling revenue.
